Approval of Minutes - Council approved the Minutes of October 11, 2005.

Visitors - Citizens spoke on the removal of the gate at Hollytree and Hollybrook.

Emergency Ordinance No. 2005-35, approving the final plat of Monroe Crossings Subdivision, Phase Three, Block D

- Council adopted the Ordinance as an emergency.

Ordinance No. 2005-36, to repeal Chapter 854 of the Business Regulation and Taxation Code of the Codified Ordinances and enact a new Chapter 854.

- Council accepted the Ordinance as a first reading.

Ordinance No. 2005-37, supplementing Title Six of the Street, Utilities and Public Services Code to establish rules, regulations, and fees for the use of the James Monroe Community Room.

- Council accepted the Ordinance as a first reading.

Emergency Ordinance No. 2005-38, authorizing the deposit of certain active, inactive and interim funds in JP Morgan Chase Bank, NA.

- Council adopted the Ordinance as an emergency.

Emergency Resolution No. 43-2005, to authorize and direct the City Manager to enter into an agreement for right-of-way acquisition appraisal review services for the State Route 63 Improvement Project.

- Council adopted the Resolution as an emergency.

Consideration of Motion to reschedule the November 8, 2005 Council Meeting.

- Council rescheduled the November 8, 2005 regular Council meeting for November 15, 2005 at 6:30 pm.

Consideration of Motion to cancel the November 22, 2005 Council Meeting.

- Council cancelled the November 22, 2005 regular Council meeting.

Consideration of Motion to direct the City Manager to prepare estimates for improvements on Winding Brook Lane.

- Council moved for the City Manager to prepare estimates for the improvements.

Consideration of Motion to support the City Manager to issue an Administrative Order eliminating the emergency access designation of a certain portion of Hollytree Drive and remove the Hollytree/Hollybrook gate.

- Council moved to direct the City Manager to perform a traffic and speed study.

Consideration of Motion to declare items as surplus.

- Council moved to declare the items surplus.

Administrative Reports:

- The City Manager reported that grant funding in the amount of $700,000 for the replacement of the Todhunter Road Bridge was denied.

- City Council moved to approve an expenditure of $2,762.00 for the Whispering Oaks Park.
