I was recently reviewing all the issues that will be on the ballot this fall. When I noticed that the Monroe Charter was up for revision. I applaud City Council for taking steps to ensure that the our Charter is kept current.

That being said, I was concerned over the proposed language in section 7.13. "Council shall set a date for a public hearing on each ordinance or resolution establishing, amending, revising, changing or repealing zoning classifications, districts, uses or regulations, which hearing shall be within thirty days of receiving the recommendation provided in Section 7.12 within which the Planning Commission is required to return its written recommendations to the Clerk of Council. The Clerk of Council shall cause a notice of said public hearing to be published or delivered in accordance with the Codified Ordinances and Resolutions of the City of Monroe."

This sounds as if we are eliminating the requirement for allowing input at the hearing from the citizens. Not that I think this is intentional or an abuse that current members would partake in, but does it not allow for the recommendation to come back on one day and the hearing to occur the next? Maybe I am missing something by not reading the rest of the charter.

Can somebody please explain how we are insuring the public has time to review the recommendation and gather data for the hearing?
