Longtime Monroe mayor, city manager known for his dedication

MONROE — Seth A. Johnston, a former Monroe councilman, mayor and city manager, was known for his dedication to the city he cherished.
Johnston, a Dayton native and Monroe resident, died Sunday at Atrium Medical Center. He was 82.

“I found him to be a very intelligent individual and a very dedicated man especially in seeing that the city of Monroe grew with the proper supervision,” said Ed MacDonald, a longtime Monroe resident and fellow Monroe Lions Club member serviced on the city’s Charter Review Commission and other committees with Johnston. “He did a great job serving as our city manager and mayor,” he said.

"Interestingly, from George Crouts 1992 book on Monroe "Firmly Founded - Proudly Growing" Seth was an integral part of Monroe in 1984 when we went from a strong-Mayor form of government to City Manager concept. Seth was elected to Council in 1965, served 2 terms, then became mayor from 75 until 86 when Elbert Tannreuther was elected. Seth was then hired as City Manager in Jan of 87 after Derek Conklin went to work for Butler County. The City Charter was written in 1975."

Seth was born on July 8, 1928 and passed away on Sunday, April 24, 2011.

Seth earned his Bachelor's degree from Oberlin College and Master's degree from The Ohio State University.

He was preceded in death by his wife Joyce.

Memorial service will be held Thursday, April 28, 2011 at 1:00 pm at First Presbyterian Church, 2910 Central Ave., Middletown with Reverend L. Timothy Doty officiating. The family will hold private interment at Mound Cemetery.

Memorial donations may be made to Monroe Lending Library, 231 Macready Ave., Monroe, Ohio 45050 - OR ? Monroe Area Community Foundation, P.O. Box 56, Monroe, Ohio 45050.

Mr. Johnston was a lifetime member of the Monroe Historical Society and one of the founding members for our Lending Library, as well.

Seth served a number of years in the Monroe Lions Club. His community service and effort in making the club successful was appreciated by the club.
Seth will be missed but always remembered by all of us.
