A grant for improvements to Todhunter Road between Britton Lane and Main Street was written as a collaborative effort between Public Work’s staff and Jones Warner Consulting, Inc. Butler County was also included in the project so it could be submitted as a joint jurisdictional project to score higher against other communities competing for the grants from the Ohio Public Works Commission (OPWC).

The total estimated cost of the project is currently $890,000 with $498,500 of grant monies from the OPWC, $100,000 worth of sanitary sewer lining work for the County ($50,000 OPWC grant and $41,500 the County’s local match). The City’s local match for this project is $350,000 of which $250,000 will be paid from the water fund and $100,000 from the storm fund.

No general funds will be expended for this project.

No general funds will be expended for this project. Just $350,000 from two other funds.
If those funds had not had $350,000 laying around would we not have done the project?

So you believe that paying $350,000 to have Todhunter road repaved and culverts rebuilt is not worthy of taxpayer's money? Is that too high? Should we not be rebuilding roads? If not - what should the money be spent on? What are your solutions?

I hope they make that $350,100. We really need a couple of these. (Sorry Bob, but I agree with this one. It's time the money is spent on Todhunter)

where did I state Todhunter shouldn't be worked on? Where did I say the project wasn't worthy? I drive that road all the time - it's in crappy condition.
Are you all that desperate to bash me that you have to make up what you hoped that I said?

My point was that a comment was made that no general funds were being used. BIG DEAL!! All the money that the City has is income derived from the taxpayers.
Does the "bucket" that it comes from really make any difference? Are we supposed to be impressed that a quasi "creative" way was found to pay for the project?

I also thought my question was pretty simple. If those other two funds weren't bloated, would the project have been done? Where would the money have come from then?

I think the two main funds involved are enterprise funds so I am thinking back to the "cost of water thread". Aren't these funds supposed to break even?

another point: shouldn't folks that OVERPAID into the water and storm funds get a rebate of some sort???
NAH - let's just move the money wherever we need it and use it there. That way we can continue the spending that makes the general fund unable to complete these types of basic projects.

Soooo...What you're saying here is that we shouldn't be saving and designating money in specific funds set aside and untouchable to perform the upgrades to the system that we had been planning for?

Is there ever ANYTHING that you can say that is positive and uplifting of the job that Council and the city staff are performing? If there was ever an opportunity to say something complimentary of our staff; now was the time.

I read the things you say here and I'm left shaking my head every single day.

You're doing a great job on Council.

A little too sensitive though. In your opinion, now was the time to be complimentary of Council and the City staff.
On this issue, I happen to disagree.

On this particular issue it was implied that a great thing was done moving money from buckets B/C to cover bucket A. I don't happen to think so. You blew budget A so you covered it with two other unrelated budget areas. Sorry, no Nobel prize for economics.....

By the way, are customers being overcharged for the water and storm funds and should they be entitled to a rebate or a reduction in future rates? You conveniently didn't answer that question.

I guess you're gonna have to keep shaking your head...................

I like how you wash over complex issues with a simplistic brush. No, Bob, you're completely and totally wrong.

The expenditures that came out water and sewer fund were already planned to be used for this project. Per my memory, the $498,000 grant money is being used for the actual paving; of which, we had planned $500,000. There were other options at the City's disposal to defer the cost from the General Fund for the paving portion but, thanks to the grant, we don't have to go that route.

THAT, at least, should have earned an "Atta boy, Dan!" out of you I would have thought.

Pfft...You guys conveniently don't answer things all the time! It's a little less than credible for you to be taking me to task over that of all things.

We have spent a large amount of time in Public Works going over our rates, options, future expenditures, and paths forward. Infrastructure upgrades to the system are all part of the expenses of operating the system so, logically, the payment for those upgrades should come FROM that fund.

These kinds of discussions really DO keep me shaking my head. It also convinces me more and more, day by day that there are some things that I just can't bring myself to do. It's a truly a shame.

Isn't the water/sewer money appropriate for a culvert project? It's all about effectively keeping the water off the road and maintaining good water drainage to preserve the road/driver safety. That's not spending a bloated budget, it's the proper use of tax dollars.

I think Dan Arthur does a fine job for our city. Also I am glad to see this project finally get on the launch pad. Todhunter is in terrible shape and needs this improvement asap.
