According to Monroe Economic Development Director Kevin Chesar, Monroe has been approached by at least one company inquiring about a location for an Internet Sweeps Cafe.



Internet sweepstakes cafes are opening at such a pace in Florida that the New York Times even took note in a story Friday, referring to these businesses that offer slot-style games in strip-center storefronts as "convenience casinos."

In Lorain, Ohio, Oasis Sweepstakes, LLC is operating such a cafe. Tables hold a dozen computer screens each capable of 16 different games. With a simple swipe of the Oasis Sweepstakes Club card, which you buy for $10, you are free to play.

Many of the cafes offer free food and drinks as perks to the people who play the sweepstakes as incentive to get comfortable, stay and play longer.

The line between the sweepstakes cafes and gambling is thin, but at least one ruling has dubbed these sweepstakes as legal and not a form of gambling.

During last night's council meeting, we voted to place a 6-month moratorium on the permitting of this type of establishment. The reasoning for this is to allow our development department time to work out the zoning issues and put proper regulations on it's usage and location.

Good job. Something like this shouldn't be rushed into.

Most Internet cafes pay a licensing fee and per machine fee. I read $5000 & $40.

Here's an excerpt from the city of Wilmington, NC business fees document(around where all of this non-sense originated)

91. GAMING - CYBER-SWEEPSTAKES/INTERNET GAMING

All businesses, whether as a principal or an accessory use, where persons utilize electronic machines, including but not limited to computers and gaming terminals, to conduct games of chance including sweepstakes, and where cash, merchandise or other items of value are redeemed or otherwise distributed, whether or not the value of such distribution is determined by the games played or by predetermined odds. This includes, but is not limited to internet cafes, internet sweepstakes, video sweepstakes or cybercafes, but does not include any lottery games or process lawful under the laws of the State of North Carolina or any game or process prohibited by North Carolina General Statutes Sections 14-304 through 14-309.

Per machine or terminal, Semi-Annual $1,500, except that tor businesses which close between the hours of 11:00 p.m and 8:00 a.m. the fee shall be per machine or terminal, Semi-Annual $1,000. The Semi-annual periods shall be as follows:
June 1 – November 30
December 1 – May 31

On Tuesday's Council agenda:

ORDINANCE NO. 2011-29. AN ORDINANCE SUPPLEMENTING THE BUSINESS REGULATION CODE OF THE CODIFIED ORDINANCES OF THE CITY OF MONROE TO ESTABLISH REGULATIONS FOR ENTERTAINMENT DEVICE ARCADES. (Second
Reading)

Upon passage of this ordinance, Monroe will likely get an internet cafe.

Recently Middletown banned this type of entertainment. Middletown City Manager Judy Gilleland had this to say, "After consultation internally and with the Attorney General’s office, the City believes that this is gambling, and is prohibited by Ohio law. The City has advised potential operators of that position."
