Dear Chairman Kelliher,
It is my pleasure to write to you on behalf of the city of Monroe, Ohio and to follow-up on the citys April 30, 2008 letter to the Federal Energy Regulatory Commission (FERC) regarding Rockies Express, LLC (REX).
As you know, REX is building a compressor station for their natural gas pipeline in the city of Monroe which is located in the 8th Congressional District. At issue is the placement of a fire hydrant within 450 feet of the compressor station. Although Monroe has diligently worked with REX and waived numerous local industrial building codes, REX refuses to run the necessary water lines for a fire hydrant.
Monroe, and cities just like it across America, have basic building and zoning codes in place for industrial development that provide for the public safety and the safety of businesses in the area. Monroe is not requesting REX do anything out of the ordinary. Rather, they are simply asking REX to partner with them in taking the necessary steps to ensure the safety and security of their residents.
I understand the importance of the REX project, however I believe Monroes request to have REX install the necessary water lines for a fire hydrant, as their building codes dictate, to be sound and in the best interest of the community. For this reason I request that REXs application for a waiver of the local building code be denied and they comply with Monroes local codes and continue to partner with the city to expeditiously complete the construction of the compressor station.
