If former school board member John Birch gets his way you can add him to the growing list of city council candidates who want to help manage the city budget. Five Monroe residents so far have taken petitions out from the Butler County Board of Elections for council seats. There are 4 seats expiring, and possibly 10 people vying for those seats.
