It is easy to see the growth in Monroe. Just look at the numerous new neighborhoods. According to US Census estimates from July 1, 2000 until July 1, 2003, Monroe indeed did grow at a rate of 11.32% or 897 people. During the same period, the state of Ohio lost 18,313 or 0.25%.   Keep in mind that these are estimates and many new homes have been built since July 1, 2003.     Source: http://www.census.gov/  and Ann Hinkle
